Reacting to his friend-turned-bitter-rival’s critism of his tough guy act and management of Davao City, the tough-talking Rodrigo Duterte hit back and inquired as to why then did Roxas honor him a certificate of good governance when he was still the Secretary of the Department of the Interior and Local Government (DILG)?
“Naka-droga ba siya (Was he on drugs)?” Duterte quipped to ABS-CBN during an ambush interview in Cabanatuan City.

Roxas prior scored Duterte and his heavy-handed against crooks; saying it was predicable and that it didn't prevent the existence of criminals in Davao City.
“The tough guy act has faded, hasn’t it? Why, are there no more drugs and crime in Davao City?” he asked.
